Position Description for JCEP Executive DirectorJoint Council of Extension Professionals Organization Description:The Joint Council of Extension Professionals represents the collective voice of over 10,000 professionals connecting Extension from the ground up. Our structure provides the framework to: 1) network across disciplines; 2) expand professional development opportunities beyond our individual disciplines; 3) offer opportunities for next level national leadership for association leaders, and 4) assure that Extension professionals have an active role in creating and ensuring the future of the Extension System. JCEPs governing body includes a twenty-one-member Board of Directors plus four partner liaisons. Directors include three representatives each from seven-member professional associations. Skill Requirements: Excellent customer service skills Ability to create online sharable documents using Google Docs or similar platform Proficient using Microsoft Office Ability to maintain web site Excellent verbal and written communication skills Ability to lift at least 50 pounds Must possess valid drivers license Ability to make bank deposits as needed at a local banking establishment approved by the board of directors Scope of Services: Workload is heaviest October thru May with winter board meeting and Extension Leadership Conference sponsored by JCEP in February, Public Issues Leadership Conference in April, and May spring board meeting. Other months typically require minimal work. This is to be considered a .3 FTE equivalent. Since JCEP membership is by organization and not individually, there is no membership database to maintain or dues collection process. Currently Google suites houses the website, documents and mail. Videos are stored in YouTube. A contract is in place with Whos to manage the 2021 Extension Leadership Conference sponsored by JCEP and Public Issues Leadership Development Conference registration and fees. Daily/Weekly Process mail Record and deposit checks according to association financial policies Answer emails, voice messages and phone calls Communicate as needed with board officers Maintain social media platforms as needed Other duties as required Monthly Pay bills according to JCEP financial policies Reconcile checkbook and prepare financial statements Facilitate and attend JCEP board meeting Schedule web conferencing calls as directed by the board and committee chairs Facilitate and attend PILD Conference planning committee meetings Facilitate and attend JCEP Leadership Conference planning committee meetings Facilitate and attend JCEP committee meetings as needed Record and maintain minutes for all board and committee meetings Maintain web site as needed Maintain current and historical files Other duties as required Annually Prepare annual financial statement Work with treasurer and finance committee to perform a financial records review either internally or externally Work with an accountant or tax preparer to prepare and submit IRS tax documents Prepare and submit State of Washington entity report and other legal documents as needed Assist president with new board member orientation Secure association director & officer, liability, event cancellation and fidelity bonding insurance Order retiring board member recognition award and distribute as needed Order marketing committee promotional materials and distribute as needed Secure location for winter and spring face-to-face board meetings and plan logistics. A procurement and site selection company may be utilized. Provide annual updated information to the investment firm that handles our investments Serve as an ex-officio member of the finance committee and a liaison between the PILD and ELC committees to prepare an annual budget each fall. Other duties as required Extension Leadership Conference sponsored by JCEP (average attendance 250-300) Locate and secure facility, including in-person board meeting prior to conference. A meeting procurement and site selection company may be utilized. Serve as the primary point of contact or liaison between the planning committee and the hotel facility Facilitate and attend planning committee meetings Maintain website and social media Set up and monitor registration system Process registrations, including receipts, name badges, welcome packet, etc. Prepare agenda Post conference presentation materials to website Assign meeting rooms and provide logistical support Determine and secure audio-visual based on needs Facilitate seminar and poster session submissions and notifications Copy, prepare and ship materials as directed by planning committee Facilitate on-site check-in and registration Provide on-site logistical support Process and approve conference related banquet and event orders (BEO) with approval by conference chair Collect and process evaluation data to be analyzed by planning committee and board Coordinate any conference related off-site tours, buses, etc. Coordinate speaker arrangements, travel, and lodging as needed Other duties as required Public Issues Leadership Development Conference (average attendance 250-300) Locate and secure facility, including in-person board meeting prior to conference. A meeting procurement and site selection company may be utilized. The Executive Director will be responsible for any and all local, state and federal income tax payments resulting from JCEP income. If an association management company is contracted to provide executive management services, it shall be that companys responsibility to provide benefits, if any, to its employees working on JCEP Associations behalf. Office Location, Space and Equipment: The Executive Director office shall be in a physical location agreeable by the JCEP Board of Directors and shall be the official JCEP office mailing address. The Executive Director must provide their own workspace and equipment, including internet, phone, computer, filing, etc. JCEP will provide consumable office supplies only. Office rent will be part of the Executive Director compensation. Signature Authority: While the Executive Director works on behalf of Joint Council of Extension Professionals and its board of directors, it is understood this individual does not have authority to enter into any legally binding agreements on the associations behalf. The only exception is check signing signature authority and conference/meeting event BEOs. Reimbursements: The association agrees to reimburse all transportation, lodging, and meal expenses up to the current government mileage and per diem rate when traveling on approved association business. Office supply materials are to be purchased with association funds and approved by the treasurer. Compensation: Compensation for contractual services will be negotiated and mutually agreed upon. Compensation may be determined annually or as a multi-year contract. Duties required outside this defined scope of work will be compensated as mutually agreed upon by the Executive Director and JCEP Board of Directors. If an association management company is contracted to provide executive management services, disclose any fees that are not included in typical management fees (staff travel, phone, postage meter usage, copier, etc.) Evaluation and Termination: The JCEP Board of Directors agrees to conduct an annual performance review and will agree to automatically re-hire the Executive Director annually unless the board chooses to provide a 60 day notice their intent to terminate services. The board of directors may choose to exercise its right to terminate services at any time during the year. Executive Director agrees to notify the JCEP Board of Directors at least 60 days in advance their desire to terminate services and exercise their right to do so at any time during the year. If an association management company is contracted to provide executive management services the length of contract and terms of services are to include at a minimum all duties included in this position description document. Anticipated Hiring Timeline May board meeting seek approval for job description, plan to advertise and secure proposals, and approve compensation August and September advertise position October Review submitted proposals October November Interview finalists, offer position, negotiate compensation and make recommendation to board November thru January transition between current and new ED.
