Description:
COUNTY PROFILE: : Hill County, with a population of approximately 16,096, is located in North Central Montana and is bordered on the north by Alberta and Saskatchewan, Canada. The County Seat is Havre, with a population of 9,310. Other communities in Hill County include Kremlin, Gildford, Hingham, Rudyard, Inverness, Box Elder and Rocky Boy. Hill County is an agriculturally based county but also relies on education, oil and gas industry, medical, U.S. Border Patrol and BNSF Railway as significant employers. Hill County is the number two wheat producing county in Montana but has increased its pulse crop rotations significantly in the past three years. The county landscape varies widely from the Bear Paw Mountains in the southeast corner to rolling plains across the remainder of the county. Havre is the home of MSU-Northern and the MSU Northern Agricultural Research Center. Beaver Creek Park, the nations largest county park, with 10,000 acres, begins 10 miles south of Havre. The Rocky Boys Indian Reservation is also located in the southeast portion of the county. The Hill County 4-H program consists of approximately 190 youth members and 80 adult volunteer leaders in twelve organized clubs.Duties and Responsibilities Plan, implement and evaluate educational programs in agriculture, with emphasis on crop production, horticulture, noxious weeds, farm management, livestock production and range management. In cooperation with the Hill County Family and Consumer Sciences Agent, provide leadership for program development in 4-H, including developing ideas, facilitating and coordinating programs and responding to the needs and requests from 4-H leaders and schools to provide educational and training opportunities for youth and adult volunteers. Serve as an Associate Supervisor on the Hill County Conservation District, ex-officio member of the Hill County Weed Board, the Hill County 4-H Council and sub-committees, and the Hill County 4-H Foundation. Cooperate with the FCS/4-H/Youth agent in the facilitation of a process through which clientele help identify county needs, priorities and audiences in order to develop Extension programs that are appropriate and effective for Hill County. Cooperate and collaborate with area Extension agents, with Extension specialists, and with other appropriate community professionals to do effective educational programming. Comply with all Extension, federal, state, university and county reporting requirements. Assure compliance with all civil rights and affirmative action requirements. Utilize all available media sources, including electronic mail, the Internet and other advancing technology, to communicate with MSU Extension staff and others, and to research topics and disseminate information to clientele. In addition to regular daytime office hours, this position requires some night and weekend work. The position also requires extensive reading, frequent travel throughout the county, occasional travel throughout the state of Montana, and travel to and from programs with adult and youth participants. The position also requires using a variety of teaching methods, and handling and operating a variety of demonstration and educational equipment. Must possess, or be able to possess, a Montana drivers license or have other means of reliable transportation. Must possess or be able to obtain a Montana Government Pesticide Applicator License. Bachelors Degree in related field and/or relevant work experience in Agriculture Demonstrated experience leading groups, plan, implement, facilitate, teach and evaluate educational programs. Demonstrated experience in computer literacy, computer use in program development, delivery and/or management. Demonstrated experience working effectively with groups and individuals. Demonstrated experience working effectively with youth and adults.Preferred Qualifications Experience, Education, Knowledge & Skills Masters Degree in a related field At least one degree (either Bachelors or Masters degree) or relevant work experience in area of Range Management, Agronomy, Crop, Plant or Soil Science, Animal Science, Agriculture Education or closely related field. Experience in livestock, crops, livestock, farm management and weed management. Facilitation and mediation experience or training. Training and/or experience in budget development and management.The Successful Candidate Will Possess excellent human relation skills The ability to work effectively with other staff members Evidence of good judgment Flexibility and innovativeness in order to respond to the changing needs of people in Hill County. Be able to communicate effectively, both verbally and in writing Ability to work with little or no supervision.The successful candidate will also have a familiarity with multi-cultural and different socioeconomic audiences, an interest in working with people from diverse backgrounds, and a commitment to the principles of diversity.This position, if filled at the Masters degree level, will be tenure-track. A successful candidate without a Masters degree will be required to complete their Masters degree, in a program area relevant to their Extension position, within six (6) years of their start date. Failure to do so may result in termination.
