Job Description Iowa State University (ISU) Extension and Outreach is seeking an exceptional individual to lead its 4-H Youth Development program to enhance the impact of ISU on the lives of Iowa youth through education. The Program Leader provides day-to-day operational, creative, administrative, and strategic leadership for the 4-H Youth Development program and its staff. In keeping with the universitys land-grant mission, 4-H Youth Development Program works collaboratively within Extension and Outreach to focus the resources of Iowa State University toward positive outcomes for Iowas youth. Iowas 4-H programs are delivered across the state through 100 county Extension offices by a network of ISU staff, county paid staff and volunteers reaching approximately 100,000 Iowa youth annually through a variety of delivery methods. Partnerships with ISU colleges, county Extension councils, the Iowa 4-H Foundation, school districts, other universities, non-profit organizations, foundations, the U.S. Department of Agriculture, the National 4-H Council, the Iowa Department of Education, other state and federal agencies, and many others are essential to the success of Iowa 4-H. The Program Leader serves as the key representative leader of the Iowa 4-H Youth Development Program in developing these partnerships. The 4-H Youth Development program and the Program Leader place a high emphasis on a strong commitment to diversity, inclusion, affirmative action, and equal opportunity in programming, staffing, and services. The Program Leader is expected to work with 4-H staff to seek and secure additional resources from public and private sources to support 4-H programs and initiatives. This is a full-time, 12-month staff position. The Program Leader reports to the Senior Director for Extension and Outreach for management and supervision, hiring and employment authority, employment changes, compensation and benefits, supplies and expense budget, development and approval of their plan of work, and performance reviews. The successful candidate may be considered for courtesy faculty rank in one of the academic departments/colleges of the University. Minimum education level :
Required Qualifications A Bachelors degree and 8 years of related experience; OR a Masters degree and 6 years of related experience; OR a Ph.D. or other professional degree and 3 years of related experience. Preferred Qualifications An earned Ph.D. An earned degree in a discipline or program related to youth development, human development, family science, leadership studies, education, agriculture or closely related field. Demonstrated ability to lead, develop, and grow individuals, teams, and volunteers and lead change management within a complex organizational environment. Demonstrated experience in programming and research related to community-based, non-formal educational activities for youth and the adults who support them in topics such as youth leadership and civic engagement; workforce, college and career readiness; curriculum and educational design; and community and organizational support to promote positive youth outcomes. Demonstrated commitment to diversity, inclusion, affirmative action, and equal opportunity in programming, staffing, and services. Supervisory experience involving multiple, full-time direct reports. Demonstrated personnel and fiscal management capabilities and successful supervisory experience, including recruiting, hiring and training staff. Experience working with Extension. Experience working across organizational or geographical boundaries. Demonstrated ability to communicate and build and maintain partnerships with a variety of internal and external audiences and stakeholders.
