The seven counties have a combined population of over 55,000, with Cheyenne having a population of 1853 residents in 1800 square miles. Cheyenne County is considered a frontier because of its population density of one resident per square mile. The 4-H program consists of three clubs with 60 youth members and 10 adult leaders. Agriculture is the economic base primarily consisting of dryland farming and ranch land. The major crops are corn, wheat, sorghum and sunflowers. Irrigation water is very limited and producers are interested in diversifying their operations. Other employers in the counties include oil and gas, local medical facilities and public school systems. To learn more about Colorado State University Extension, go to http://www.ext.colostate.eduPURPOSE OF POSITION: The Cheyenne County 4-H/Youth Development and Agriculture Business Management, Livestock/Range Agent is a local representative of Colorado State University and is a team member of 9 professionals in a seven county area who works under the supervision of the Southeast Area Director. The agent will provide leadership and organization in the development, implementation, evaluation, and reporting of educational programs in 4-H youth development, agriculture business and Livestock/Range. This position will deliver educational programming throughout the community, build relationships and support for Extension programming, develop and deliver high quality programming that aligns with county and stakeholder interests focusing on Cheyenne County and assisting in other counties as appropriate. The office for this position is in Cheyenne County, Cheyenne Wells Colorado.Program Planning, Development, Delivery, Evaluation and Reporting: 60% Assume responsibility for overall planning, coordination, implementation and evaluation of Cheyenne Countys 4-H program involving youth and leaders to ensure an active and growing program. Seek to offer new opportunities for 4-H youth, leaders, and parents through new and innovative opportunities, with the goal of expanding the involvement, reach, and effectiveness of the 4-H program. Develop, market, deliver, and evaluate non-credit educational programming and information delivery to Cheyenne County in response to locally identified needs in the agriculture and livestock industries.Provide program and information delivery support to colleagues in area(s) of specified expertise as appropriate; this may take the form of delivering priority consumer or industry programming, representing CSUE on boards or in partnerships, or responding to atypical requests for information in specified area of expertise.Effectively communicate and coordinate resources, research and programming with personnel/staff of Colorado State University and other colleges, agencies, universities and institutions to enhance program development, delivery and evaluation. Use technology and media resources to extend information and educational opportunities to Coloradoans. Provide leadership, in collaboration with other agents, to multi-county 4-H activities in the Southeast Area.Provide leadership and assistance with other activities as assigned by Extension.Note: % of job assigned to this duty may be changed as the program develops.Initiate and Develop Relationships and Partnerships: 25%Develop relationships with the local agriculture and livestock industries including producers, agencies and organizations to continually assess conditions and identify needs. Engage such diverse groups in the development of program direction and evaluation of program effectiveness.Work collaboratively with the area agents in horticulture, agriculture, agronomy, livestock, Family and Consumer Sciences, agriculture business management, and youth development to coordinate and deliver balanced and effective educational programming to sustain the people, agriculture, and the environment.Build K-12 partnerships between CSU Extension and public schools throughout Cheyenne CountyWork with other youth serving organizations and agencies to help provide a comprehensive youth development program.Develop working relationships with the Board of County Commissioners, county divisions and units, advisory committees, local businesses, and area non-profits and stakeholders.Use entrepreneurial skills to find or generate external funding sources (grants, contracts, gifts, sponsorships, user fees, etc.) and practice cost recovery. Assure compliance with civil rights and affirmative action policies including reaching out to underserved and underrepresented audiences.Note: % of job assigned to this duty may be changed as the program develops.Volunteer Recruitment, Development and Management: 15% Maintain effective communication with Colorado State University personnel, community leaders, and other agencies/organizations to enhance strong program development, delivery and evaluation.Provide leadership opportunities and training for groups such as 4-H leaders to increase their effectiveness in working with youth/adults. ADDITIONAL JOB REQUIREMENTS
Minimum education level :
REQUIRED JOB QUALIFICATIONS:Completed bachelors degree. One degree must have been conferred in agriculture, agriculture business management, animal science, range/livestock management, education, youth development or a closely related field prior to beginning the position. A successful candidate without a completed masters degree will be required to complete a masters degree relevant to their Extension position within 5 years from the start of employment. Failure to do so may result in termination.Experience or coursework in conducting effective educational programs for both youth and adult audiences.Demonstrated experience working with people as individuals and in groups, ability to forge equitable and successful partnerships with other professionals and organizations.Demonstrated leadership ability.Ability to work effectively as a member of a multi-disciplinary team to affect change or obtain desired outcomes. Appreciation and understanding of rural agricultural communities and the opportunities and challenges they face. Evidence of drive and initiative. Must be a self-starter.Ability to communicate through teaching, public speaking/presentation and writing as demonstrated through application materials and experience. Demonstrated use of technology in managing and/or delivering educational programs.Must have a valid drivers license or the ability to obtain a drivers license or access to a licensed driver by the employment start date.

PREFERRED JOB QUALIFICATIONS: Completed masters degree.Successful professional experience in youth development, agriculture, agriculture business management, livestock, and range management.Experience or coursework in agricultural business management as related to livestock production and marketing, animal nutrition, forages, and rangeland management. Experience in providing livestock educational programs or information to youth and youth program leaders. Experience and familiarity with mass media and electronic communications (TV, Internet, radio, newspapers, on-line education). Experience in identifying audience needs, developing programs and evaluating impacts of programs. Understanding and appreciation of the interaction between wildlife and livestock production.Knowledge of and experience with methods of conflict resolution, facilitation and public issues education.Demonstrated ability to generate extramural funds (grants, contracts, and cost recovery efforts). Ability to speak Spanish.
