We do this by: *Offering youth programs*Training youth workers*Studying issues*Leveraging resources*Bridging research and practice*Contributing to the field The Extension Center for Youth Development is located on the University of Minnesota St. Paul Campus. Extension Educators work in regional offices and Program Coordinators work in county offices throughout the state.Role Responsibilities of Extension Educator, Youth Development Extension Educators, Youth Development provide educational leadership to the full range of 4-H youth development programs in a multi-county region; work in collaboration with the others to facilitate adult learning programs, as well as connect with faculty and staff at the Extension Center for Youth Development; develop relationships with Extension staff and community partners to support 4-H and adult learning programs and scholarship. Extension Educators report to an Extension Program Leader who reports to the Associate Dean of Youth Development and State 4-H Program Director.The individual in this position will work with a team of four educators, to provide leadership to Extensions youth development program across a twenty county region in Southwest Minnesota, working closely with county based 4-H program staff. Each educator works with specific functions based on their skills, abilities, and talents. This position will focus on science of agriculture/animal science, supervision, and possibly program planning. RESPONSIBILITIES AND PERFORMANCE EXPECTATIONS: As an educational leader for the full-range of Youth Development programs, the person in this position has the following responsibilities:1.CHAMPION the mission of the Youth Development programs and guide educational processes so that Minnesota 4-H is a program of choice for youth, families and community partners by:. * Working with the 4-H regional team to set vision, direction, and priorities assuring this remains the focus of the work and results in positive outcomes for youth.* Establishing and guiding effective organizational structures/systems.* Providing statewide leadership to specific programs that benefit and involve youth from across Minnesota.* Serving as the authorizing agent for the use of the 4-H name & emblem. 2.APPLY research based educational methods, strategies, techniques, and approaches to facilitate learning by:* Designing, utilizing and adapting curriculum to meet the needs of youth and adults.* Practicing a learner-centered teaching approach that invites curiosity and builds life skills.* Applying educational methods and strategies that facilitate youth and adult learning in non-formal settings.* Building youth and adult programs that provide effective learning environments.3.BUILD and nurture relationships which strengthen and advance the Youth Development program by:* Working with the regional team to develop and maintain positive communication with county, state and federal decision makers.* Interacting with youth development professionals in the community to assess youth program needs and work collaboratively to address them.* Building relationships with partners who can help advance 4-H and adult learning program goals.* Communicating impacts and outcomes to stakeholders.4.LEAD and manage staff to advance the Youth Development mission by:* Assessing the staffing needed for quality 4-H and adult learning program implementation and developing strategies to assure effective program delivery.* Hiring, orientating, training, coaching and supervising staff.* Guiding performance management and evaluation for staff.* Assessing and developing a plan to address the training and development needs of program staff. * Supporting and encouraging the professional development for program staff.* Ensuring that Human Resource policies and guidelines are consistently implemented.5.DEVELOP and lead effective and sustainable volunteer systems and partnerships to support the 4-H program delivery by:* Assessing program needs for volunteer and partnership development and management within the region. * Managing the process for screening, orientation, training and evaluation of volunteers. * Engaging 4-H Federations/Councils in assessing local program needs and developing volunteer systems and partnerships to address priorities.* Identifying, developing and nurturing partnerships through which 4-H opportunities may be delivered. 6.PROTECT the integrity of the 4-H name and emblem and ensure fiscal responsibility and accountability by:* Providing financial guidance and oversight of the Minnesota 4-H Program.* Guiding the budget development and accountability process for the 4-H program.* Incorporating best practices into the financial management systems for the protection of paid staff and volunteers and the integrity of the Extension Center for Youth Development program.* Securing and managing financial resources that support the Extension Center for Youth Development program.* Ensuring that public dollars are invested and used wisely.7.STEWARD the public nature of 4- H youth development programs to attract and engage diverse audiences and build inclusive programs by:* Assessing the demographics of the community, to ensure accessibility to all youth.* Developing strategies for reaching new, diverse, and historically underserved youth.* Partnering with community organizations that work with underserved audiences.* Ensuring that all youth have equal access to the Extension Center for Youth Development programs without regard to race, color, creed, religion, national origin, sex, age, marital status, disability, public assistance status, veteran status and sexual orientation.8.APPLY your expertise in order to advance your career, impact the community, and grow the Extension Center for Youth Development program by:* Pursuing scholarship through developing and sharing materials/methods, and the integration and application of knowledge.* Being current with research in the field and developing yourself as a professional.* Providing service to the fields of youth development and education.* Providing service to professional associations and Extension.9.PARTICIPATE and succeed in progress regarding professional performance including:* Annual performance review, professional plan of work.* Make contributions to the six promotion criteria in Extension academic rank: program leadership, Extension teaching, scholarship, engagement, program management and service.

Minimum education level :
EDUCATION:A completed Masters degree at time of appointment is required. A strong preference for formal education with a significant course work in a discipline or program related to working with youth and program development and implementation. Examples include: youth development leadership, public administration, education, psychology, sociology and social work. Course work in child and adolescent development, educational program design, experiential learning and pedagogy is preferred.
Years of experience :
EXPERIENCE:At least two years of post-bachelors degree professional experience in youth development field required. Examples include: Cooperative Extension; elementary, secondary, or post-secondary education; national or community based youth organizations or foundations. Professional experience must include responsibility for educational program development, design, delivery and evaluation. Preference for additional experience related to one or more of the following: direct youth work; program administration; volunteer support and management; program coordination and event planning; risk management; research and evaluation of youth programs and staff support and supervision. Preference for skills demonstrated in working with the Hispanic or Somali communities.KNOWLEDGE, SKILLS, AND ABILITIES: The person in this position must possess the following knowledge, skills, and abilities: *Understanding of the theory and application of youth development philosophy, research and best practice. *Skill in conducting and utilizing scholarly research in the area of expertise. *Skill in the application of research to program design, delivery, and evaluation.*Ability to develop and maintain effective working relationships with colleagues, partners and stakeholders.*Ability to lead, engage, and support productive work teams.*Ability to work effectively with new, diverse and underserved audiences.*Skill in securing and managing financial and human resources.*Commitment to the ongoing pursuit of professional development.*Excellent verbal and written communication skills.*Ability to apply creative and effective problem-solving skills.*Skills in the application of technology for communication, information finding, program delivery and reporting.*Ability to handle the demands of a constantly changing work environment and work load.

TRAVEL This position requires traveling to perform these work responsibilities. The individual in this position will use a personal vehicle for traveling around the state with reimbursements provided according to the University travel and reimbursements policies.
