The Regional Director, in collaboration with the Vice Chancellor for Extension and Engagement (Director of Extension), Associate Vice Chancellor (Associate Director of Extension), Program Directors and Continuing Education Directors, is responsible for development and delivery of relevant, reliable, responsible educational programs; development and allocation of financial and human resources to support the programs; supervision of regional faculty and staff; engagement of programmatic and financial partners; and overall presence of the University of Missouri and MU Extension in the region. ESSENTIAL DUTIESEducational Leadership in multiple disciplinesLead the regional program planning and delivery processes, in coordination with statewide Program Directors and extension councils. Program areas may include, but not limited to, agriculture and natural resources, business development, community development, human environmental sciences, and youth development. In addition, collaborate with continuing education directors to address local needs within continuing education programs. Ensure regional faculty implement and deliver high-priority programs appropriate to their expertise and the needs of the regions citizens, including emerging state and national issues. Coordinate faculty, staff and financial resources to participate in cross-regional collaboration and program delivery as necessary.Ensure regional faculty and staff use appropriate program evaluation methods/tools and disseminate program outcomes and impacts on local, regional and statewide levels. Assess the needs and program priorities in the region and coordinate development and implementation of regional program plan with county councils, regional faculty and staff.Ensure that all programs are delivered and materials developed in accordance to the Civil Rights Acts, Title IX, Rehabilitation Act, Americans with Disabilities Act and local, regional and state affirmative action plans.Participate in professional improvement opportunities, appropriate to the role of the Regional Director. Partnership collaborations and leadershipBuild/strengthen the relationships needed to support the mission and vision of MU Extension in the EC region. Identify opportunities for the University of Missouri and MU Extension to align programs with locally identified issues to increase stakeholder engagement in the region.Provide collaborative leadership and support for the 19 County Extension Councils in the region and the EC Regional Extension Council. Work with County Program Directors to assist County Extension Councils in understanding their statutory obligations, fostering their development as advocates for University of Missouri Extension, understanding and following the Sunshine Law, understanding and following AA/EEO policies in recruiting and hiring processes, engaging County Extension Councils input into University of Missouri Extension employee performance evaluation processes, and facilitating meditation of conflict between County Extension Councils, MU Extension employees and others.Provide visionary leadership for the EC Regional Extension Council including resource development, development of program and staffing priorities, and council leadership development. In addition, coordinate communication with Program Directors, County Program Directors, County Council Coordinator and others regarding programming, staffing and revenue needs. Encourage Regional Council participation with the State Extension Council.Facilitate collaborations and partnerships with State Extension Council including communicate the roles and responsibilities of State Extension Council membership and the process for selecting representatives to the State Extension Council, coordinate communications with County and Regional Extension Councils across the state, and foster positive relationships among County, Regional and State Extension Councils and the County Council Coordinator.Provide leadership for building relationships with local and regional stakeholders, organizations and constituents for financial and programmatic support. Serve as the liaison for select statewide entities, as assigned.Administrative Leadership and ManagementHuman Resource LeadershipProvide direct and indirect supervision to East Central Regional faculty and staff, including hiring, coaching, motivating, pay raise recommendations, disciplinary actions, and performance management counseling. Overall, create an environment that fosters positive communication, commitment to community education, and the ability to work in a results-oriented environment. Ensure commitment to organizational values of respect, responsibility, discovery, excellence and engagement throughout the region. Coordinate the development of employee performance expectations, including customizing position descriptions in accordance with regional program needs. Coordinate and approve regional faculty service on special assignments.Lead annual regional faculty performance evaluations with input from Program Directors, extension councils, peers and colleagues. Collaborate with Associate Vice Chancellor, Regional Extension Council and others to develop the regional budgeting and staffing plan, including County Program Director assignments and office location recommendations. Partner with Program Directors and Associate Vice Chancellor, with input from the Regional Extension Council, to determine the priority of vacant positions within the region.Revenue Generation and Fiscal AffairsLead efforts to diversify and increase the funding stream for the region, including contracts, grants, fees, gifts and appropriated funds. Collaborate with Principal Investigators, Program Directors and Continuing Education Directors regarding regional faculty participation in grant-funded projects. Serve as a resource for extension councils and County Program Directors in securing funding from county commissions and others sources.Recommend appropriate salaries for faculty and staff in the region, taking into account program impact; quantity and quality of programs delivered; and available resources. Provide fiscal oversight of funds for faculty professional development, and ensure regional faculty participates in appropriate professional development opportunities.Approve vouchers, leave, travel authorizations, educational assistance, cost-share, buy-outs, etc. Ensure University of Missouri Extension HR and fiscal policies are followed.Assist County Program Directors to better serve as representatives of University of Missouri Extension with extension councils, county commissions and other agencies to plan, secure and manage funds. Organizational LeadershipWork in coordination with others on the administrative team to represent MU Extension with stakeholders, partners and funders at the local, state and national level.Assume the role of leadership and/or actively participate on organizational committees such as national extension associations, eXtension, county program director teams, strategic planning teams, annual conference planning committee, and in-service education programs, etc.LEADERSHIP RECEIVED AND EXERCISEDThis position reports to the MU Extension Associate Vice Chancellor for Extension and Engagement. Direct and indirect supervision is provided to faculty, professional, paraprofessional and administrative support employees.
